THINK is a non-profit organisation dedicated to improving the lives of those affected by TB and HIV/AIDS.  As a health delivery and research organisation engaging with the local community, government and international funders, THINK has provided care to over 100,000 people in KwaZulu-Natal Province and carried out cutting-edge clinical research that has already contributed to changing TB Treatment Guidelines internationally and locally.

 

THINK is looking for a qualified candidate to fill the role of Grant Finance Manager for a USAID-funded project aimed to strengthen the health care delivery platform for TB in the provinces of KwaZulu-Natal and Eastern Cape.

 

The purpose of this position is to play a key role within the Finance Team and will provide overall operational support to the activity team. S/he will be responsible for all financial functions of the project, including the management of accounting and financial transactions, financial reporting, and management of project activity. S/he will lead the development of administrative and operations management systems and processes required to maintain project implementation and will guarantee that these processes are in compliance with USAID and THINK policies and regulations. The Grant Finance Manager will assist in the development of project budgets and will oversee procurement processes. S/he will provide overall management support to the district level teams, and will provide critical logistical support.

 

Duties and Responsibilities include but not limited to:

 

  • Work collaboratively with other members of the grants management team to develop and implement grants management systems.
  • Carry out the financial reviews and project audits processes of grantees to ensure compliance with USAID requirements
  • Implement policies and procedures around the financial administration and monitoring of grants, and procedures designed to comply with USAID regulations.
  • Work closely with the Finance and Administration Advisor in collating monthly financial reports for timely submissions. This includes but not limited to QB posting, Prepare final liquidation reports from sub -grantee
  • Verify payment documentation for adequacy and completeness.
  • Review and approves per diems and other travel advances for project related work.
  • Together with the finance team, ensure that all costs in the project adhere to USAID/THINK regulations, and are allowable, reasonable and allocable.
  • Work closely with the members of the grants management team to put in place a consistent- hard copy / electronic filing structure and system for financial information and contracts related to grants.
  • Provide mentoring and training to sub-grantees/ building financial management capacity of sub-grantees.
  • Address all monthly field report review comments from national office including providing feedback for missing vouchers and outstanding information following review of payment documentation.
  • Receive & prepare journals to reconcile staff accountabilities before being reviewed by the Finance and Administration Advisor
  • Ensure all financial documents, journals and payment vouchers are documented in a timely manner.
  • Ensure budgetary controls of grantees and provide technical assistance to recipients
  • Supervision of the Finance Officer on day – day operations.

 

 

 

 

 

 

Requirements

 

  • Bachelor Commerce in Finance or Accounting degree;
  • Professional Accounting qualification such as SAIPA/CIMA/SAICA/ACCA;
  • Minimum of 5 years’ experience in finance management preferably in Non-profit environment;
  • At least 3 years of experience working in grant management, subaward management preferably a USAID grant;
  • Thorough knowledge of USG rules and regulations, and specifically USAID and its financial, contractual, procurement and reporting requirements.
  • Strong leadership, analytical and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
  • Advanced Pastel Partner or Sage evolution experience

  • Good communication skills and interpersonal skills
  • A valid Code B Driver’s License and own transport
